Qatar Energy Sets Pace in High-Stakes Offshore Expansion Project

QatarEnergy issued tender documents to prominent international contracting firms for a substantial engineering, procurement, construction, and installation (EPCI) package aimed at expanding its Bul Hanine offshore oilfield. This move is part of Qatar’s significant investments to enhance its liquefied natural gas production capacity and also focus on substantial investments in its crucial offshore oilfields.

Unlike OPEC member countries, Qatar is not bound by production capacity cuts, giving it greater flexibility to invest in both greenfield projects and maintenance expansions in its oilfields. The initial tender comprises Package 1, considered the largest among the planned five packages for the Bul Hanine expansion. Key components of Package 1 include a new central processing platform, living quarters, utility platform, gas-injection platform, riser platform, and modifications to existing structures, amounting to over 80,000 tonnes of fabrication.

Several renowned companies such as McDermott International, Saipem, COOEC, Larsen & Toubro, Samsung Heavy Industries, and Hyundai Heavy Industries are expected to bid for Package 1. The bidding process for Package 1 will likely occur in two phases: initial submission of technical offers followed by price bids.

In addition to Package 1, QatarEnergy is anticipated to release four more EPC packages shortly. Package 2, focusing on subsea pipelines, umbilicals, and subsea cables, may be offered this month. Packages 3, 4, and 5 are smaller in scale, involving modifications to existing platforms, decommissioning, abandonment work, and modifications at Halul Island with subsea power cable energization, respectively.

Notably, UK contractor Wood secured a significant contract from QatarEnergy in 2022 for FEED studies on further developing the Bul Hanine and Maydan Mahzam offshore oilfields. Following the Bul Hanine expansion, Qatar is likely to move forward with developing the Maydan Mahzam offshore field, with a potential launch later this year.
