Kuwait National Petroleum Company (KNPC) took a significant stride by issuing a tender valued at USD 800 million for the construction of a pivotal fuel depot at the Mina-Al Ahmadi and Shuaiba oil refineries. The announcement marks a crucial development in Kuwait’s energy landscape, with a bid submission deadline set for February 13, 2024. The initiation of this tender signifies a strategic move aimed at bolstering Kuwait’s energy infrastructure, catering to burgeoning demands, and ensuring robustness in the local petroleum market.
The Al-Mutlaa project stands as a multifaceted initiative, strategically designed to address two critical aspects within Kuwait’s energy ecosystem. Firstly, it endeavors to meet the surging demand for petroleum products in the local market. Secondly, aligning with Kuwait Petroleum Corporation (KPC) recommendations, the project aims to fortify strategic stock levels in depots. The strategic placement of a new depot, the third of its kind in Kuwait, in the northern region is not just about catering to immediate needs but also about fostering a resilient and efficient energy distribution system for the long term. By minimizing product transportation costs and optimizing local storage capacities, this project is poised to enhance the stability and sustainability of Kuwait’s energy sector.
Divided into three distinct sections, the Al-Mutlaa project is structured to facilitate efficient execution and management. The segmentation enables Kuwait National Petroleum Company (KNPC) to issue separate Invitations To Tender (ITTs), thereby allowing different Engineering, Procurement, and Construction (EPC) Contractors to handle specific segments of the project. These segments include essential modifications at the Mina-Al Ahmadi and Shuaiba oil refineries, the establishment of new pipelines spanning approximately 130 kilometers, and the development of a comprehensive Receiving, Storage, and Distribution Depot at Al Mutlaa. This depot is envisioned to house storage tanks, loading/unloading facilities, robust infrastructure for safety including fire fighting systems, and cutting-edge technologies such as Terminal Automation Systems to ensure smooth and efficient operations.
