Kuwait Releases RFP for Independent Water and Power Plant Developments

The Kuwait Authority for Partnership Projects (KAPP), in collaboration with the Ministry of Electricity & Water & Renewable Energy of the State of Kuwait (MEWRE), officially announced the release of a Request for Proposals (RFP) to eligible bidders for Az-Zour North Phase 2 & 3 IWPP. The deadline for the submission of technical and commercial bids is June 30, 2024.

Previously, KAPP disclosed the shortlisted bidders including Abu Dhabi National Energy Company (TAQA), A.H Al Sagar & Brothers Co, JERA Co., ACWA Power Company, Gulf Investment Corporation, China Power International Holding Limited, Malakoff International Limited, Abdul Aziz Al Ajlan Sons Co, Nebras Power, and Sumitomo Corporation.

This project involves the financing, design, construction, operation, maintenance, and transfer of the Az-Zour North IWPP project Phase 2 & 3. It includes a power and water desalination plant with a minimum capacity of 2,700 MW of power and no less than 120 million imperial gallons per day (MIGD) of desalinated water. The project will utilize a combination of liquefied natural gas and high-pressure natural gas, with gas oil as backup fuel.

The project site is at Az-Zour North, adjacent to the western border of Az-Zour North IWPP (Phase 1) currently operational on the northern border of the existing Az-Zour South power complex, approximately 100 kilometers south of Kuwait City along the Arabian Gulf coast.

The Winning Bidder will be required to sign the Public-Private Partnership (PPP) agreements with the relevant parties, which may extend up to 27 years and 8 months (Investment Period). The Project company will also sign the Energy Conversion and Water Purchase Agreement (“ECWPA”) with MEWRE, enabling it to export electricity and water production to the MEWRE grid for 25 years from the plant’s Commercial Operation Date.
